On December 8, 2017, Governor Andrew Cuomo signed a law that mandates that all New York residents must register their vehicles with the state to obtain license plates. The action took effect on April 1, 2018. During the signing ceremony for Assembly Member Guy Velella’s bill, Governor Cuomo stated:
The Senate and the Assembly have passed common-sense legislation that will improve public safety for New Yorkers by making registering a car in New state a requirement for obtaining license plates. This bill is a step forward to help reduce traffic deaths this year and all year round on our streets and highways throughout this great state of ours . . . In addition to endangering themselves, these people risk their fellow motorists, who can’t see around them or over them because they are not wearing their seat belts. We must do everything we can to keep our roadways safe.”
It is important to note that registering your vehicle is separate from getting other necessary documents like insurance or a registration renewal form. The NYS DMV states that beginning April 1, 2018 (for NYS residents), it will be required by law for all vehicles to be registered with the DMV before applying for a NY license plate (i.e., you cannot get a NY license plate without first being registered). However, you already have a valid NY license plate. In that case, it is highly recommended that you wait to renew your registration through DMV until after you receive your new NY license plate from DMV. It could cause issues when attempting to apply/restore online or at your local Bureau of Motor Vehicles branch office.
